I cannot turn on WiFi

I have just purchased an iPad 4th Generation. I cannot connect to the internet, and when I searched for Wifi no services came up.

I consulted the Apple site and it was recommended that I disconnect the router the plug in again. Now I have lost WiFi altogether, in other words, I cannot switch it on.

I have just updated the software to IOS 9.02.

What can I do now? Can anyone help me please?

Thank you in advance
